Description
- Must locators really refer to information resources? Some URN
schemes allow resources that are not information resources to be
addressed. This affects the definitions of "information resource",
"locator", as well as the [subject identifiers] and [subject
addresses] properties.

SAM must allow for locators that do not address information resources.
