Description
- The text as written implies that processors must use a Unicode
normalization form, without requiring any particular one. The Web
Character Model requires Normalization Form C, as does the current XML
1.1 Working Draft. Requiring normalization improves string comparison,
but imposes a possibly unwelcome burden on implementors.

adopted in conformance with W3C rules for XML.
