Description
- The XTM DTD contains a number of implicit constraints, such as that
an addressable subject may not be used as a theme or a type. Should
these constraints be mirrored in the SAM?

Opinion
- we should evaluate them and not
be afraid to NOT model them in the same. i.e. constraints such as 'A
Topic that *is* a resource cannot be a used as a scoping topic.'. I'm
actually torn on this one. It seems like we'd be adding some sensible
'real-world' usage constraints. But this also prohibits people from
doing cool funky things we havent thought of yet.

Resolution
- The SAM should not
necessarily attempt to mirror the constraints implied by the XTM 1.0
DTD.
